A day after the rioting in Meerut jail,police today filed a case of attempt to murder among other charges against the deputy jailor,warders and convicts assigned jail duties on the complaint of an inmate.
Jail Superintendent S H M Rizvi had lodged an FIR against 28 jail inmates on charges of assault,rioting and attempt to murder.
Avinash Gautam,station officer,confirmed that two FIRs had been lodged,including one on the inmates complaint.
Asked why an FIR had been lodged against the jail staff,IG Prison Rajesh Pratap Singh said he would have to look into the matter.
Jail officials claimed the violence took place because they prevented an inmate from smuggling in a cigarette lighter. How can we maintain order in jail if we are named in criminal cases in this manner? remarked an official.
He said jail officials were booked,suspended and transferred without an inquiry even during the two previous incidents of violence in jails.
On the other had,in one of the cases,the inmates who engineered violence were not dispersed to different jails a normal practice adopted in order to break the gangs of troublemakers.
An official said that usually it is a small number of hardcore criminals who create trouble. To them,it does not make a difference if one more case is registered. For the jail staff,it can be very demoralising, he added.
The first incident under the present government took place on March 16 when inmates of Ramabai Nagar district jail went on the rampage,ransacking the jail office,hospital and kitchen following the death of a convict,Ram Saran Bhaduaria,allegedly due to torture. After the incident,two FIRs were lodged at the Akbarpur police station,one by inmate Jitendra Singh against seven named and two unidentified jail officials,and the second by senior jail warder BN Lal against 85 named jail inmates.
The Prison Department put Jailor VV Ashthana and deputy jailor Anand Singh under suspension,but did not shift any inmate,sources said.
In the other incident on March 21,inmates of Mau jail seriously injured two deputy jailors while protesting over the death of an inmate. The jail staff had,however,claimed that the prisoners were angry over strict enforcement of rules.
Two FIRs were lodged,one by jailor Vishnu Kant Mishra against 15 named and 200 unidentified jail inmates,and the other by inmate Mathura Prasad Singh against five jail staff,including Mishra,deputy jailor Uday Raj Patel,a doctor and the jail pharmacist,and warders Ashok,Abhishek and Ram Nath.
The administration shifted Mishra to prison headquarters in Lucknow. Five jail warders were transferred and three others suspended. Eight prisoners were shifted to other jails.
Undertrial injured in clash dead
An undertrial injured in the Meerut jail violence on Wednesday died during treatment at the Medical College on Thursday. The condition of two other undertrials was also stated to be critical. Meerut SSP K Satya Narayan said Mehruddin Kahla (35) of Inchauli area had fallen unconscious after inhaling smoke when the inmates set the jail kitchen on fire. The doctors said his death was caused due to congestion of lungs,the SSP said. He also said Mehruddin was in jail for the last few months in connection with a case of dacoity . Over 10 criminal cases were pending against him in Meerut and Baghpat districts,he added.
