Science and Technology Minister Abdul Mannan,who is contesting from Sandila,has already filed his nomination papers
Uttar Pradesh Lokayukta N K Mehrotra on Thursday upheld the charge that Science and Technology Minister Abdul Mannan,his MLC brother Abdul Hannan,and their 27 family members had enrolled as voters at four different polling stations in two Assembly constituencies.
In a report to Chief Minister Mayawati,Chief Electoral Officer Umesh Sinha,Chief Secretary and State Election Commission,Mehrotra recommended appropriate action against the minister and his kin.
The Lokayukta found their names on the electoral rolls for Assembly elections and panchayat polls in Asain Azampur and Gogawan Jot polling segments of Balamau constituency as well as those for Mehatwana and Baroni polling segments of Sandila constituency,both in Hardoi district,since 2003.
He said that holding more than one voters card or getting ones name registered in the electoral rolls of more than one place is a violation of Section 31 of the Representation of People Act,1950,which carries a maximum punishment of one year. However,as the management of electoral rolls is under the Election Commission,he has asked the Chief Electoral Officer to act according to EC provisions. Since inquiry into other allegations against Mannan is pending,the Lokayukta has sent an interim report so that the irregularities are brought to the ECs notice before the Assembly poll.
The minister,who is contesting from Sandila,has already filed his nomination papers. In his reply,the minister told the Lokayukta that he had nothing to do with his name featuring in the voters lists at four places.
The complaint against the minister was lodged by Anurag Tripathi,a resident of Hardoi,in November last year.
Mehrotra has also recommended action against nine officials who were posted as district magistrates of Hardoi since 2003. They are Abhishek Singh,K Rammohan Rao,Dilip Sahai,Jai Prakash,Sameer Verma,Manish Chauhan,A B Rajamouli,Balkar Singh and Awadhesh Kumar Singh Rathor.
During the Lokayuktas inquiry,DM Rathor had sent a report,stating that he had rectified the electoral rolls for the Assembly election and Mannans name now features only in Baroni polling segment of Sandila,and Hannans name in Asain Azampur of Balamau. But the DM did not mention anything about the names of 27 family members of the minister.
Mehrotra said the electoral rolls had been used in the panchayat elections of 2005 and 2010 as well as in 2007 Assembly polls.
Mannan and Hannan are also accused of amassing wealth disproportionate to their known sources of income and misuse of MLA area development fund. These allegations are being probed by the Lokayukta.
