Delhi constables pose as CBI men,kidnap UP engineer,arrested

Delhi Police constables Mukesh Yadav and Ajeet Singh were arrested for kidnapping an Uttar Pradesh Jal Nigam executive engineer from his house in Bijnore district by posing as CBI officials on Tuesday.

The constables and two accomplices had demanded a ransom of Rs 20 lakh,but Rampur police managed to rescue the victim and arrest the accused around 2 am. Bareilly Zone IG Devendra Singh Chauhan said Yadav and Singh had confessed that they ran an extortion racket and an inspector in Delhi Police’s Crime Branch was the kingpin.

Police have seized fake identity cards bearing the CBI logo and photographs of the two constables besides other documents,including counterfeit arrest and search warrants,and interrogation reports. A Chinese .9 mm pistol and cartridges were recovered from Singh.

The Delhi Police and the CBI’s Lucknow unit have been informed about the arrests,Chauhan said. Chauhan said the constables,accompanied by Harendra Yadav and Baldeo Singh,went to executive engineer Sushil Kumar Bansal’s house in the Civil Lines area of Bijnore around 7.30 pm on Tuesday. The constables told the engineer that they were officials from the CBI’s Lucknow branch,probing charges of disproportionate assets against him. They asked him to accompany them for questioning.

The IG said when they reached Daulatpur on Rampur-Moradabad Highway,Yadav took Bansal’s phone and called his subordinate,assistant engineer M P Sharma. He told him that his senior has been kidnapped and asked him to arrange for Rs 20 lakh for Bansal’s release. Sharma informed Bijnore police,which put Bansal’s phone on surveillance and traced its location on the Bareilly-Moradabad Road. The IG said he alerted Rampur police to intercept the car in which the kidnappers were travelling with the hostage in Milak at 2 am. Rampur SP Preetinder Singh said the constables initially tried to mislead the police by showing them fake CBI identity cards,but later they confessed to their crime. The IG said the constables identified themselves as members of the anti-robbery cell of Delhi Police Crime Branch.

Bansal’s name was suggested by Mukesh’s brother,who is also a constable with the Delhi Police’s Crime Branch. He had met Bansal when the latter was with the Noida Authority a few years ago.

The Delhi policemen told the IG that they had planned to kidnap a BSNL engineer from the Dadri area and a hydel engineer from Ghaziabad after Bansal.
