The CBI is likely to discharge former UP health minister Anant Kumar Mishra ‘Antu’ in a case related to NRHM scam on grounds of lack of evidence.
The case against Mishra was registered on May 31 last year and searches were carried out at his Lucknow and Kanpur residences on June 2. The chargesheet in the case is yet to be filed.
Mishras co-accused in the case include former family welfare minister Babu Singh Kushwaha, former Principal Secretary Pradeep Shukla, former Director General of Health & Family Welfare Dr S P Ram,former BSP MLC Ashok Katiyar, former BSP MLA Ram Prasad Jaiswal and private suppliers Guddu Khan,Mahendra Pandey,Manvendra Chaddha and Girish Mallik.
Sources said a preliminary inquiry in the NRHM scam had found that Mishra, during his tenure as minister between 2007 and 2009,allegedly conspired with private suppliers and some other persons to misappropriate funds under NRHM.
The CBI inquiry found that over 100 CMOs/district project officers (DPOs) were given postings on recommendations of suppliers of medicines and surgical items and some other private persons during the tenures of Mishra as wellas Kushwaha.
It was also found that one of the suppliers had allegedly taken bribes from the CMOs in return of the favour and passed on the money to Mishra.
Similar findings were made about Kushwaha who was in charge of the family welfare department in 2009.
The CBI had lodged an FIR against Mishra,Kushwaha and others.
Sources, however, said that the CBI questioned and recorded statements of about 100 of those CMOs and DPOs and over 30 of them admitted that they had either paid or obliged by allotting NRHM contracts to then BSP MLA Jaiswal and the suppliers
In the case of Mishra, none of the CMOs admitted to have met or handed over money directly to him. The accused supplier,Mahendra Pandey,is yet to be traced. The agency has questioned Mishra once.
On the other hand, the CBI has recorded the statements of former MLC Katiyar and former MLA Jaiswal regarding postings of DPOs done by Kushwaha allegedly after collecting bribes.
