Tourism Dept officials in tizzy,bend rules to purchase domestic items for Mooolchandra Chauhans official bungalow
UP Tourism Development Corporation Limited (UPTDCL) is facing an uphill task to fulfill the domestic wish list of its minister Mooolchandra Chauhan.
Flouting all the norms,Chauhan has asked for a list of items to be installed at his official residence at 3,Vikramaditya Marg,apart from the furnishings already provided by the estate department.
After the estate department allotted him the official bungalow,Chauhan placed the list with the department When the estate department expressed its inability to provide the items,stating that the department had provided all the furnishings permissible to a state minister,Chauhan asked UPTDCL,which is under his control,for them.
The items include one split AC of 1.5 ton,one RO for purifying water,one refrigerator,one colour TV (LCD),one double bed with mattresses,pillows and bedsheets,one sofa set,one centre table,12 hard beds with mattresses and pillows and two water coolers. Chauhan has also asked for a mixer and full kitchenware for his kitchen.
According to the norms,UPTDCL cannot provide these items to a ministers residence. However,to oblige the Chauhan,the officials have initiated proceedings to buy them. To justify the purchases,officials have shown that the items would be installed at the ministers camp office,which is situated at his official residence.
UPTDCL managing director Manoj Kumar Singh has constituted a four-member purchase committee to procure the items. The committee includes manager works R K Srivastava,manager marketing P K Aggrawal,and disbursement and drawing officer of UPTDCL J E B S Mehta.
The committee has been instructed to procure the priority items after getting competitive rates from the market.
MD Singh,however,called it a routine affair. We are providing the things as they will be used for official purposes. A camp office functions at the ministers residence, he said.
Singh also claimed that it is a normal practice in every department to provide such items to its minister.
Perhaps I am doing this in writing and with due formality,so it caught everyones attention. The things will be used officially by the minister and will be returned to the department, he said. However,he did not have any answer when asked about the dozen hard beds and full kitchenware in the camp office.
When contacted,the ministers office said that Chauhan was unwell and undergoing treatment in hospital.
Chauhan,who represents Dhampur constituency in Bijnore district,was inducted as state minister for tourism by Chief Minister Akhilesh Yadav.
