The Vice-Chancellor’s post at the West Bengal University of Health Science (WBUHS) has been lying vacant for the past three years, hitting its administrative functioning badly.

Senior officials of the university said MD/MS examinations, which were clashing with an internal theoretical examination at NRS Medical College and Hospital and R G Kar Medical College and Hospital earlier this year, could not be rescheduled in the absence of the V-C.

Moreover, most policy decisions recommended at executive council’s meeting are stuck without the V-C’s consent. The university also did not organise a convocation in 2011 without the V-C.

University pro V-C Mrinal Chatterjee admitted it was tough to function without a V-C. “I have to look after most of the administrative work along with my work ,and it’s tough to make any decision without conducting the EC meeting,” he said.

After former V-C Dr P K Deb retired in November 2010,the Executive Council of WBUHS had recommended Dr Amit Banerjee as his successor. Banerjee, however, paid a token visit to the varsity on July 1,2011,and did not show any interest in joining the post thereafter even after he was given an extended timeframe.

Later,Chief Minister Mamata Banerjee took up the case with the Governor who cancelled Banerjee’s appointment in July-end,2011.

Banerjee alleged that he was never officially informed about the reason behind his removal. He said he could not join as WBUHS V-C before June 30 as he was not released from his earlier assignment as director of Govind Ballabh Pant Hospital in Delhi by the Centre.

He claimed after he was released by the Centre,he joined as V-C of WBUHS on July 1 last year, but was officially informed two days later by the university registrar that he cannot take charge.

Banerjee moved the high court against the state government for “wrongful cancellation of his appointment”. The case is still pending with the verdict scheduled on June 25,2012.

University officials, however, said a new search committee for the selection of V-C comprising three people — former director of medical education Subhas Chakraborty,a nominee of MCI,and the chairperson of the committee Dr A P Sushila,a nominee of the Governor — has been constituted.

Chatterjee said: “We are waiting for the verdict.”
