Finance minister Asim Dasgupta today said he did not flout the model code of conduct by presenting the Budget as he did not announce any new tax,tax relief or any new scheme.
Dasgupta was replying to the debate on Budget in the state Assembly.
Both the Trinamool Congress and the Congress had lodged a complaint with the Election Commission alleging the finance minister had violated the code of conduct by presenting the Budget of the entire year and not for only four months as he said in his Budget speech. They also alleged the Budget was nothing but an election manifesto as the finance minister had spelt out the stimulus package in the Budget he announced on February 23.
What I have done was in accordance with the Indian Constitution and the law, the finance minister said.
State Chief Electoral Officer Debashis Sen said he had sent the complaint of the two parties to the Commission. But till now,I have not yet received any written communication from the EC, he said.
However,according to sources in the EC,the commission did not find the placing of the Budget as a violation of the model code of conduct.
The minister later clarified he had just talked about new measures to boost tax collection during his Budget speech. We are going in for computerisation of the tax collection system to boost revenue, he told reporters.
