Unfazed by criticism, the AAP government in Delhi has declared that it will go ahead with enacting the Jan Lokpal law. It plans to introduce the bill in the Delhi assembly on February 13 and discuss it for two days before shifting the proceedings to a sports stadium for passage of the bill.

The AAP government’s plans to enact the Jan Lokpal Bill in a public venue next week faced fresh hurdles with Solicitor General Mohan Parasaran insisting that Lt Governor’s prior approval is necessary while key ally Congress toughened its opposition.

Parasaran, whose opinion was sought by Lt Governor Najeeb Jung on the constitutionality of the Delhi Government’s proposal to enact the Bill without seeking Centre’s clearance, is understood to have conveyed to him that it will be illegal if enacted without the consent.

The SG is also believed to have told the LG that Lokpal and Lokayukta Act, passed last year by Parliament, is in force and a Lokpal Bill in Delhi will be repugnant to the central law. Therefore, it will require the assent of the President.

Meanwhile, the Congress, without whose support the AAP government cannot survive, decided that it oppose the Bill at the introduction stage itself.

Holding the government’s plan as unconstitutional, the Delhi Congress leaders decided to meet the Lt Governor and urge him to prevail upon the government not to go ahead with its plans.

“We will fight the issue tooth and nail. We will not allow the AAP government to do any unconstitutional things,” DPCC spokesman Mukesh Sharma said. (With PTI inputs)

I dont know why the SG is reagding it as unconsutional doesnt he know the difference between money bill and financial bill money bill deals with taxes and has to be approved by LG before being tabled on the embly where as financial billl does not require the prior approval of LG and once the embly pes the bill he will have to ratify it making it a law

In usa, the federal(central govt) law is the minimum standard that the States have to adopt but State have right to enforce stricter standards. Likewise, I believe that Kejariwal government has right to enforce stricter Janpal Bill

He needs more of drama than action. It is government's responsibility to work as per the law of land not whims and fancies of parties and individuals

Are you mad? AAP is fighting against Congress more than BJP. What BJP has done against Congress when it was in opposition for last 15 years. BJP did nothing against Congress in 15 years of opposition role. And AAP is fighting against Congress... and you are asking questions. Ask the same questions to BJP first!!

You are 100% correct. When AAP did not bring in JAN LOKPAL, same people were asking why he has not brought the bill... and when he has brought this bill, people are questioning!!! Strange. Don't the people want progress of their montherland by eradication of corruption!!! If someone is doing a honest battle to eradicate corruption in this country, let us support it.

It is better that he stays a bit longer and exposes himself fully, because even today there are any number of fools believing in him, who will likely get him to power in the centre. It's too early to seek his ouster, he will just make a song and dance about it and claim that it were the 'pro-corruption forces' who did not let him 'change the system' and the gullible fools will fall for it.

AAP has its own Lokpal and Centre has its own. SG says states will have to take centres clearance for Lokpal. If AAP govt has its way they will p it from a stadium. Is this the way a consutional exercise is executed. AAP is really getting arrogant n doing things in a cheap and unconsutional manner. This is not the way governance is done. AAP has come in power with por mandate it must not spoil its image.
