As the AAP Wednesday dug out old records to counter allegations by the BJP and Congress on the appointment of Parliamentary Secretaries during their respective terms in power, former chief minister Sheila Dikshit said the post was “useless” and she had made the appointment during her tenure only because she was “asked to do so by the Centre.”

“The role of Parliamentary Secretaries during my tenure was not defined and they did not have any access to government files. In fact, they never had any work and it was a useless post,” said Dikshit. “More and more states are doing away with Parliamentary Secretaries because they have no significant role. It is only a device of placating your MLAs.” Asked why she made the appointments, Dikshit, who served three terms as chief minister between 1998 and 2013, said, “I was asked to do so by the Centre.”

“Of 67 MLAs, if there are six cabinet ministers, a Chief Minister and 21 Parliamentary Secretaries, what are you trying to do? It is an outrageously disproportionate number. It is clear that you are trying to appease your MLAs,” said the former CM.

Dikshit alleged that the “unconstitutional” nature of the appointments pointed to the AAP’s “disregard for rules.”
