With the Delhi district administration reeling under severe staff shortage,the Revenue department has proposed the Cabinet to supersede the Delhi State Selection Board (DSSB) in making appointments. The department also proposed to allow walk-in interviews to hire staff.
As per the data accessed by Newsline,the Revenue department is short-staffed by almost 50 per cent. Of a total of 1,692 positions across the 11 districts in Delhi,only 891 are filled. And the situation,officials said,has remained the same for the last several years.
We are short of staff and it does create problems for the work this department has to do. However,major shortage is of the staff that maintains revenue records. While we cannot give out this work on contract basis,it is the DSSB that makes these appointments and no doubt their process is time-consuming, Delhi Revenue Minister Arvinder Singh Lovely told Newsline.
The Revenue department is the district administration and enforcement hand of the government. It has now been assigned the mammoth task of regularisation of colonies that specifically requires staff to maintain revenue records,including tehsildars,naib tehsildars,clerks,patwaris,and kanungos.
Though it should have been done long ago,we have moved a Cabinet note and sought the governments permission to allow us to conduct walk-in interviews and appoint the staff ourselves. We are hopeful that the Cabinet will permit us so that we can get over this shortage, Lovely said.
The Revenue department carries out most important and diverse functions of the district,including magisterial matters,revenue courts,issue of statutory documents,registration of property,relief and rehabilitation works,land acquisition.
It is also the de-facto enforcement department for various government policies and exercises supervisory powers over numerous functionaries of the government.
By the end of this year,when the state goes to polls,the department would also be fully responsible for conducting the elections. The department is also responsible for enrollment of all citizens under the National Population Register as well as Aadhaar.
