Environmental activist Vinod Jain has written to the Chief Secretary complaining against the lack of any action taken against retailers and manufacturers who are still stocking plastic bags. A January 7 notification banned the use and sale of plastic bags in major commercial areas, but on the request of traders and shopkeepers, the Delhi Government has allowed a grace period so that alternatives can be found.

The Department of Environment maintains it is now focussing on ‘awareness and education’. No penalties have been decided so far under the Environment Act for the use or sale of plastic bags.
