Lt-Governor Najeeb Jung on Thursday asked the Delhi government to submit a comprehensive plan on improving the management at observation homes in the city within two weeks.

While reviewing the functioning of observation homes, Jung directed senior officials to focus on issues of security, infrastructure and other facilities being extended to the inmates at these homes while preparing the plan.

This direction comes against the backdrop of the February 24 incident, in which more than 40 juveniles escaped from an observation home in Mukherjee Nagar after creating a ruckus at the facility.
