Hours before Vipin was shot dead on Tuesday, he had borrowed a motor bike from a co-worker and left work in a hurry, said Kishan Pehalwan, brother of Bharat Singh — a former BJP MLA. Vipin was a key witness in the Bharat Singh murder case. Kishan added that a personal security officer (PSO) allotted to Vipin was not with him at the time of the incident.

“Vipin’s only fault was that he was with Bharat Singh when the former BJP MLA was gunned down earlier this year,” said Pehalwan.

Police said the incident happened around 6 pm in Outer Delhi’s Rohini area. Pehalwan said he had employed Vipin as his driver after Bharat’s death. “On Tuesday he was with me from 10.30 in the morning. He had asked for a motor bike from a co-worker at 4.30 pm as he had to attend to some business,” he said.

Pehalwan said that Vipin was allotted a PSO from 7 in the morning till 5 in the evening. However, on Tuesday when Vipin left at 4.30 pm, the PSO did not accompany him.

Asked about the previous attacks on Vipin, he said that a month and a half ago a few people had opened fire at his residence, but none was injured. “No one was booked for the crime. We had also installed CCTV cameras near his premises after that incident,” added Pehalwan.

Police had said there was a girl involved, who was with Vipin when he was killed. Vipin’s younger brother Nitin said Vipin was married in 2008 and had two children. “It needs to be found who that girl was because we were not aware of any girl he was in touch with,” said Nitin. Relatives, however, say that he was in touch with a girl on social media.

itin said his brother had spoken to him last at 4.35 pm before leaving on a bike. “We were constructing a house at our native place in UP and he last spoke to me about arranging some money,” added Nitin. He said that the whole family was supposed to visit their native place for an engagement of their cousin on Wednesday.
