The recent spell of rain has once again laid bare Gurgaon civic agencies lack of preparation in tackling waterlogging and drainage issues in Gurgaon.
The most affected areas of Gurgaon were Palam Vihar,New Palam Vihar and Hero Honda Chowk. The waterlogging at IFFCO Chowk,Sushant Lok I & II and Golf Course Road led to unending traffic snarls.
O N Kaul,General Secretary,Palam Vihar Sector-1 RWA,said: It is the same story every time it rains in Gurgaon. Most of the areas near Palam Vihar were waterlogged due to overflowing drains.
The worst affected area was Palam Vihar Road near Sector 2 and 3. R C Yadav,in-charge of Profac,the private company that looks into drainage issues in Palam Vihar,said: There is only one drainage for Palam Vihar which is basically the Haryana Urban Development Authority (HUDA)-built sewer-line drainage system which is connected to their sewerage treatment plant. During rains,the rainwater also goes into the same drainage. Because of the lack of capacity of holding so much water,the whole area overflows with sewer water. We are incharge of cleaning clogged drains but the drainage system has to be improved by HUDA.
Similar scenes could be seen at New Palam Vihar area next to the Railway crossing. Deepa,who frequently travels through the area,said: Most of the rainwater has percolated outside many housing colonies and also in some houses,but no one from the civic authorities are taking notice of this massive waterlogging.
Many residents from Palam and New Palam Vihar said this was not the first time there has been an incident of waterlogging.
The New Palam Vihar area falls under the MCG (Municipal Corporation of Gurgaon). But the New Palam Vihar MCG councillor Rishi Raj Rana blamed HUDA for improper drainage. He said: The water had entered some of the houses in our area and we have on many occasions requested HUDA to fix the nallah that starts from Nathupur and passes through Palam Vihar into our area. The nallah is well-built in all these areas but in our area,it is uncovered and poorly built. Hence when it rains,water from Nathupur to Palam Vihar,floods our area. Around 100 residents are planning to meet the HUDA administrator on Wednesday to discuss this issue.
HUDA blamed MCG for not being able to properly manage the area. HUDA administrator Praveen Kumar said: As far as Palam Vihar is concerned,our engineers found that some people had built an unauthorised pathway on the storm water drain. The blockage has now been removed. Solutions like increasing the capacity of drains or creating a separate drainage will be discussed.
On the issue of water-logging in houses near New Palam Vihar,the administrator said that HUDA does not hold any authority in the area and the area lies under the MCG.
Hero Honda Chowk had also become a commuters nightmare. Traffic police had to issue advisories every day,asking people to avoid travelling through the chowk. Commuters said they no longer trusted civic authorities to deliver any solution to this problem as they have been raising this issue for years. HUDA had promised to build a drainage system within 15 days when it rained last month,but that promise has not been met.
There have been some delays in this project,but the problem will be solved very soon. This area actually belongs to the NHAI but we have taken up the responsibility for it, Kumar said.
