Police on Monday arrested four persons for allegedly drugging and then raping two women from Jharkhand, who had come to Delhi to collect their certificates.

One of the accused, Raj Kumar (38), took the women to Old Delhi railway station on the pretext of getting their return tickets confirmed and raped them after drugging them. Mohammed Naushad (34), Mohammed Nazir (26) and Dulal Khan (25), who assisted him in the crime, were also arrested, police said.

“On Thursday night, a patrolling van noticed a woman walking in intoxicated condition. The constable on duty immediately called his inspector and a woman constable. The woman was rushed to a hospital where a medical examination confirmed rape. A case was registered based on the woman’s complaint,” a police officer said.

During investigation, police recorded a detailed statement of the victim. She told police that she had gone to Anand Vihar railway station to board a train to Jharkhand with a friend. But, their ticket was not confirmed and they missed the train.

“A young man approached the women, claiming that he too was going to Jharkhand and had missed the train. He introduced himself as Raju and suggested that they could go to Old Delhi station. He pretended to be from the same village as the women and promised to help them,” the officer said.

After convincing the women to go along with him, Raj Kumar hired a TSR to get to the station.

“The TSR already had two of his associates — the driver and another man — sitting inside. On the way, Raj Kumar stopped the TSR and asked the driver to get the women something to drink. The driver then got the women a cold drink laced with sedatives,” the officer said.
On regaining consciousness, one of the women found herself in Bhajanpura. Her friend was traced in South Delhi, police said.

“Based on various inputs, Dulal was the first one to be caught. The victim’s mobile phone recovered from him. The other three were nabbed at his instance. During questioning, all confessed about their involvement in the incident,” police said.

While Raj Kumar is a graduate, Naushad is a rickshaw puller. Nazir and Dulal are both unemployed, police said.
