Delhi: Sheila Dikshit’s ex-principal secy in race to become chief secy

M M Kutty, who was principal secretary to former Delhi chief minister Sheila Dikshit, is the frontrunner to become the new chief secretary of the capital, sources have told The Indian Express.

This follows the recent transfer of current Delhi chief secretary K K Sharma, who has now been appointed secretary of the department of higher education, Union Human Resource Development Ministry.

Kutty, a 1985 batch IAS AGMUT officer, was considered close to Dikshit and had been transferred a few times after the Aam Aadmi Party government came to power.

He currently serves as the additional secretary in the Ministry of Environment, Forests and Climate Change.

Kutty, who has also served as finance secretary in the past, was part of the committee set up to resolve the issue of temporary, contractual and casual employees in all departments, offices and autonomous bodies under the AAP government.

A doctorate in Agriculture, he has also served in the unified Municipal Corporation of Delhi.

He was part of the committee that worked on trifurcation of the the municipal corporation.

Sources said Kutty stands a strong chance of becoming Delhi’s next chief secretary.

The orders on Sharma’s transfer came on November 23. He is among 19 officers transferred and posted by the appointments committee of the Cabinet.
