Constitution Club public authority under RTI: CIC

The CCI had claimed it is an autonomous body and is “self-funded”.

Observing that the Constitution Club of India was “indirectly funded” by the Centre and was “absolutely dependent” on “state property” for its functioning, the Central Information Commission has held that it is a “public authority under the RTI Act”.

The two-member CIC bench also pulled up the Ministry of Urban Development and CPWD for “pathetic maintenance” of records relating to the transfer of buildings to the CCI and the ownership records relating to the club and its assets. The CCI had claimed it is an autonomous body and is “self-funded”.
