The Home department of the Delhi government has urged the Public Works Department (PWD) to conduct a quality audit of the outer wall of Tihar prison. The communication comes in the wake of the recent escape of two inmates from Jail No. 7 of Tihar.
“If the outer wall is found lacking during the quality audit, as the work was done by the PWD, the engineer who was in-charge at the time of the construction of the wall needs to be held accountable. You cannot play around with prison security,” a senior official said.
Tihar Director-General Alok Verma had reportedly mentioned that the wall did not contain the amount of cement it was supposed to and was thus easy to breach.
Meanwhile, the government has placed O P Bhatti, the superintendent of Jail No. 7, under suspension.

The order has been issued following approval from the Lieutenant-Governor and disciplinary proceedings have also been initiated against the Superintendant.
“The government believes that a free and fair inquiry will only be possible after the officer concerned no longer remains in a position to influence the outcome of the probe. DC, West, B S Jaglan is already conducting an inquiry into how the two inmates managed to escape from the jail,” an official said.
The inquiry is expected to be completed within a week.
The Delhi government has directed Tihar authorities to ensure that till the time this order remains in force, “the headquarters of this officer should be Delhi and the said officer shall not leave the headquarters without obtaining the permission of the competent authority”.
Home Minister Satyendra Jain has also sought a detailed report from Tihar authorities on the state of affairs in the prison. He has also sought a proposal on the immediate steps that can be taken to improve the functioning of the jail.
