After rejecting the name of Vivek Pratap Singh last year, for the post of MC commissioner, the Ministry of Home Affairs has now cleared his name for the same post. As of now,Prerna Puri is officiating as the Commissioner of the Municipal Corporation,Chandigarh. According to sources, the department of personnel and training in the ministry of personnel, public grievances and pensions has cleared his name for the post for a three-year inter-cadre deputation to UT Administration.

In April 2011,the Ministry of Home Affairs had turned down UT Administration’s recommendation to appoint Vivek Pratap Singh,a 1996-batch IAS officer of Punjab,as the next municipal commissioner replacing the then incumbent,Roshan Sunkaria who completed his tenure in April. In fact, the UT Administration was to seek a fresh panel from Punjab for the post of MC commissioner after the MHA rejection.

Vivek Pratap Singh’s name was recommended by the UT Administration, from among a panel of three officers from Punjab,on February 15,2011. Vivek was then serving as Director,Technical Education in Punjab.

Singh’s name was received by the UT administration in January along with the names of two other serving officers – Sameer Kumar, who is currently serving as secretary,Home and Sucha Ram Ladhar, serving as Divisional Commissioner,Jalandhar.

However,on March 21,the UT Administration received a letter from MHA,a copy of which is with the Chandigarh Newsline, stating that only four and a part of an ACR was available for Vivek (MHA requires 10 ACRs). “Out of the available ACRs,three ACRs have been written without self appraisal of the officer,” states the letter.

“Keeping in view the above fact,it may not be possible to accept UT Administration’s recommendation and it is requested that a fresh panel of officers be provided to MHA for appointment of commissioner,Municipal Corporation,Chandigarh,” the letter mentions further.
