The UT Administration is in the process of studying the metro models of various states to execute Metro Rail project in the city. With Metro Rail already having been introduced in four states in the country, the city has examples that can be emulated.

The wait of the Administration for the construction of the Special Purpose Vehicle, however, continues. While the consent of the states of Punjab and Haryana as well as Chandigarh regarding terms and conditions of the Memorandum of Understanding for the formation of SPV was sent to the Ministry of Urban Development,a reply is awaited. It took several weeks for a consensus to be reached on the MoU.

In the meantime, the Administration is studying the metro models of the different states to learn about the best ways of execution of the project. Metro Rail has already been started in Kolkata,Delhi,Bangalore and Jaipur. The Delhi Metro has expanded to the neighbouring areas as well enhancing connectivity. Meanwhile, the Jaipur Metro Rail has a record of sorts with the first phase taking two years and nine months.

The financial model of the Rs 10,900 crore Metro Rail project for Chandigarh would be decided by the MoD. The cost is proposed to be divided equally among the Centre,Chandigarh,Punjab and Haryana. Once the SPV is constituted progress could be made in the project. The SPV would assign officials specialy for the project. In Chandigarh, officials are deputed for a period of three years after which they are repatriated. This breaks the continuity in the execution of the project.

Two corridors have been proposed for the Metro Rail project in the city. The East-West corridor would extend from Sector 21 in Panchkula to Transport Area in Mullanpur. The North-South corridor would be from near the Capitol Complex in Sector 1 to the gurdwara Shaheedan in Mohali.
