Uproar in Haryana Vidhan Sabha: First eviction, then Oppn walkout

The verbal spat between Health Minister Anil Vij and IPS officer Sangeeta Kalia, paddy procurement scam and power-tariff issues led to disruption in the House forcing the Speaker to adjourn twice.

Pandemonium prevailed on the concluding day of the two-day winter session of the Haryana Assembly resulting in the almost complete eviction of the Opposition. Most Opposition legislators including Congress and INLD were “named” by the Speaker for “disruption”, while the remaining walked out on one or another issue.

The verbal spat between Health Minister Anil Vij and IPS officer Sangeeta Kalia, paddy procurement scam and power-tariff issues led to disruption in the House forcing the Speaker to adjourn twice.

At zero hour, Congress MLAs went to the Speaker and demanded a privilege motion against Vij. Congress MLA Karan Dalal, who had moved the privilege motion (not accepted by the Speaker) said, “The Minister did not apprise the House about the remarks made by the IPS officer.” He demanded that the video of the Vij-Kalia spat be played in the House.

Congress legislators including former Speaker Kuldeep Sharma, Shakuntala Khatak, Karan Dalal, Geeta Bhukkal, Kiran Choudhry and others rushed to the Well of the House, demanding a discussion on the paddy procurement scam. When the Speaker refused their demand, they shouted slogans in the House. It led to heated arguments between the treasury and opposition benches.

The House was then adjourned twice. When the House reassembled, Congress MLAs again stormed the Well and reiterated their demands. Dy Speaker Santosh Yadav “named” 12 Congress MLAs as they refused to acknowledge her request to return to their seats.

As the Congress MLAs moved out, INLD raked up the issue of their Calling Attention Notice on the recent power hike. The Speaker informed Leader of Opposition Abhay Chautala that he had “disallowed” it. Then, INLD MLAs too stormed the Well. Finally, Speaker Kanwar Pal “named” 16 INLD MLAs.

Hooda’s name

When the Congress legislators were shouting slogans in the well, former Chief Minister Bhupinder Singh Hooda stood near his chair. However, he was also named by the Deputy Speaker. When the Congress MLAs went out of the House, Hooda remained seated. When Hooda pointed out that he had not gone to the well in the House, Kanwar Pal immediately resumed the Speaker’s chair and withdrew his name. However, minutes later Hooda too walked out of the House in protest as the Speaker refused to hold any discussion on paddy procurement scam.

Dhankar vs Dalal

Heated exchanges took place between Agriculture Minister OP Dhankar and Congress MLA Karan Singh Dalal when the latter asked the minister to define “certified seed”. Dalal alleged irregularities in the seed certification in the State. A visibly irked Minister said, “I am a student of agriculture sciences. I am not an agriculture scientist, but I am the agriculture minister”. Though Dhankar explained the concept of certified seed, but a dissatisfied Dalal walked out.
