The Chandigarh Registering and Licencing Authority (RLA) on Monday failed to appear before the court of Civil Judge Gurpratap Singh during the hearing of a PIL seeking action against the authorities for registering and allowing Chandigarh Transport Undertaking (CTU) buses to ply on road without insurance.

Advocate Pankaj Chandgothia and Sangeeta Chandgothia had filed the case on the basis of media reports that over 400 buses belonging to CTU were being run without insurance cover, thereby putting the life and property of the general public at grave risk.

The Chandgothias had contended that the RLA had violated the Motor Vehicles Act and its own rules while granting registration certificates to CTU buses without the valid insurance cover.

However, the RLA did not appear before the court. After hearing the matter, the court on Monday issued urgent dasti notices to other parties concerned,Chandigarh Home-cum-Transport Secretary,State Transport Authority,Deputy Commissioner,DSP Traffic and the Manager of CTU,to file their replies on or before May 1.
