No increase in floor-area ratio in Industrial Area,ring road outside Chandigarh and retaining the original character of the city were some of the recommendations made during a presentation at the meeting of the Administrator’s Advisory Council held on Thursday. The members of the council have been asked to give their comments in the next meeting.

Housing and Commercial Areas

Re-densification of pockets of government housing in interiors of Sectors 10,11,15,19,20,23,27,28 and 29. It was stated that there was an absence of holistic housing policies. No intervention had been made to increase supply of affordable housing. Unauthorised construction has been done beyond norms.

It was revealed that the neighbourhood shopping centres are adequate to meet the requirements up to 2031 in all sectors. It has been proposed that the undeveloped land earmarked for commercial activity be diverted to institutional or open spaces. The presentation was made by the UT Chief Architect Sumit Kaur.

Industry

It is proposed that the conversion policy that is on hold should not be revived. The industrial policy should be to promote green and energy efficient industry. The increase in floor-area ratio from 1 to 1.5 was not recommended as it would have put additional pressure on the existing infrastructure and parking. Coverage of the internal courtyard of the architecturally controlled buildings was recommended.

Rural Building Bylaws

During the presentation it was recommended that the commercial activity be allowed the ground floor of the buildings. The maximum permissible height of the buildings shall be 10 metre. No basement to be allowed and specific covered area norms to be followed. Policy with respect to guest houses and dormitory accommodation will be finalised.

Traffic and Transportation

For handling the problems of parking it was proposed that underground community parking lots be provided in residential and commercial areas. The front boundary wall of the marla housing row be removed to make space for parking.

The registration of cars could be done only after certifying car space. Multilevel underground commercial parking lots could be constructed. It was further suggested that Chandigarh be made a pedestrian friendly city.

The Chief Architect,while making the presentation,said that construction of flyovers is not in synergy with urban design of the city. It was suggested that the proposal of the ring road outside Chandigarh should be made in co-ordination with surrounding states.

More recommendations

All buildings on plot size of one kanal and above shall have rainwater harvesting system to recharge ground water. Chandigarh is being developed and and promoted as a green city and a green code for the city has been evolved.

An Integrated Sukhna Management Plan is recommended to be made. Mandatory provision of servant quarters in households using domestic help.
