Nine months after the Haryana government ordered transfer of developed sectors from the Haryana Urban Development Authority to the municipal corporation, trans-Ghaggar sectors of Panchkula are yet to be transferred and the agreement is yet to be executed.

According to the plan, only four sectors of the trans-Ghaggar area, including sectors 20, 21, 25 and 26, were to be transferred from the Haryana Urban Development Authority (HUDA) to the civic body.
The development of other sectors, including sectors 27 and 28, which is far from completion, were to be transferred in the second phase.
The agreement has been executed for all the districts. However, it remains delayed in Panchkula.
HUDA officials said the municipal corporation has not come forward to take over the charge of the sectors. “We have written to MC several times in the last months to take over the sectors, since they are fully-developed by HUDA. But, the municipal corporation has been delaying it on some account or the other,” said HUDA superintending engineer Preet Mohan.
With the execution of the agreement, all functions in the sectors, except water supply, would be taken over by MC. “The work of water supply will remain with us or the public health department,” added the official.
Meanwhile, the municipal officials said HUDA should complete the development before the transfer of the sectors. They added that the agreement would be signed before November 30.
Mayor Upinder Kaur Ahluwalia said: “The parks have already been transferred to the municipal corporation and there are certain modalities that need to be worked out before the agreement is signed.”
Apart from sanitation, street lights and roads will also be maintained by the MC after transfer.
The HUDA officials said all roads, except for those in sectors 1,3 and 5 will be given to the civic body for maintenance.
