No replacements in sight for repatriated officers

The problem of shortage of officers and multiple charges being held by those present is plaguing the Municipal Corporation. Even as officials were repatriated over the past one year,new appointments have not been made.

The problem of shortage of officers and multiple charges being held by those present is plaguing the Municipal Corporation. Even as officials were repatriated over the past one year,new appointments have not been made. Officers going on leave have added to the crunch.

Former Municipal Commissioner Dr Roshan Sunkaria completed his tenure and was repatriated in April last year. Following this,the charge of Municipal Commissioner was handed over to the UT Deputy Commissioner Brijendra Singh. It was then transferred to IAS officer Prerna Puri,who has been holding the charge ever since. While Punjab government sent a panel for the post of Municipal Commissioner,approval for the same is awaited.

Meanwhile,the Municipal Corporation Assistant Commissioner Kamlesh Kumar was repatriated a few months back. No officer has been appointed in his place. Additional Commissioner-II of the Municipal Corporation Lalit Siwach is meanwhile holding multiple charges. Apart from being the additional commissioner,he is the MC secretary and the chief fire officer as well. The charges that were held by the assistant commissioner are also being held by Siwach. He is the vigilance officer of the MC. Since Siwach is on leave for the next few days,there is a problem with handling these departments.

Additional Commissioner-I Sunil Bhatia was transferred the powers of medical officer of health when he joined the civic body,apart from discharging duties of the additional commissioner. While Bhatia was till yesterday also holding the charge of director transport,he was relieved of the charge. Instead,charge of director sports has been given to him. The charge of the newly transferred primary education department is also with him.

Congress leader Chander Mukhi Sharma said that the officers should be appointed in order to maintain a continuity in functioning. “When officers are appointed for short stints then there is a break in the working. This can be prevented,” he said.

An official,meanwhile stated that the officers who are given additional charges are reluctant to take decisions. Due to this the issues are kept pending. Also,with multiple charges the work load increases so much that adequate attention cannot be given to all departments.
