A mobile canteen is all set to be introduced at Model Jail,Burail,to provide prisoners with items they want to purchase at the barracks. A cart is being designed at the jail premises which would have space for the items,along with a laptop where the purchases made would be entered. At present,the prisoners visit the canteen to buy what they require.
The jail is using Information Technology to the optimum in many activities. When an inmate enters,his or her biometrics (digital fingerprint) is recorded. Thereafter,all facilities that the prisoners access are through biometrics: whether it is the STD facility or making purchases in the canteen.
Whatever money the prisoners earn through work in the jail premises is entered into their account. The money given to them by their families is also added on. In case the prisoners want to make some purchases,they visit the canteen where through biometrics,they can access their account. The details of the items purchased,the date on which these were bought,the quantity as well as the price is entered into the account. The price of the item is deducted from the money deposited.
It is being proposed that instead of prisoners visiting the canteen,a mobile canteen be introduced to go round the barracks. The purchases made would be entered in a laptop. The mobile canteen is being built in the jail factory where furniture is made by inmates.
According to the Additional IG Prisons-cum-Superintendent Jail,Balbir Singh Dhol,says,The mobile canteen would enable prisoners to get essential items at the barracks. This would ensure that they stay in the barracks instead of coming to the canteen.
At present prisoners are given coupons in lieu of money. Officials state that at times these are snatched by some aggressive prisoners. The inmates also gambled with the coupons. Earlier this year,all the records were computerised. Officials inform that when a prisoner enters his or her thumb impression,the picture also appears on the screen thus ensuring that no one is making purchases in another persons name.
The biometrics are also put to use in enabling prisoners use STD facility that has been recently set up. Two numbers per prisoner are fed into the system and they can call once a week to any one number for five minutes. The prisoners are allowed to make calls depending on their behaviour.
