Be it the office of the Municipal Corporation (MC), Panchkula, or three-decade old District Library, several district level departments continue to run from rented buildings in absence of adequate space, even as projects for their new buildings fail to hit the ground running.
The District Consumer Court has been functioning from old dilapidated historic building for the past 18 years, while the civic staff has been reeling under space crunch in a Sector 14 building. The narrow staircase and congested office space leave no space for visitors to wait, as they queue up in office since morning. In the absence of adequate space, the MC uses meeting halls of Red Bishop, Sector 1 to hold House meetings. Though, a site of over 1.85 acres in Sector 3 has already been earmarked for construction of the building, but the project is hanging fire since last two years. “The site plan of the building is yet to be approved, and once it’s done, the construction will begin,” said Mayor Upinder Kaur Ahluwalia.

As corporation staff continue to wait, visitors to the District Library of Panchkula, on the other hand highlight that they have been waiting since a decade for a separate building for the Library. “It is a district library set up three decades ago and still has no building of its own,” said Rajendra Kumar, a senior citizen from Sector 12. In last three decades, visitors to the library have witnessed the building being relocated from Government Mini-Secretariat, Sector 1 to Shishu Greha, a child-care home in Sector 15, before being finally shifted to Government Girls College, Sector 14. With over 800 members at present, the number of visitors have dwindled since it was shifted to the girls’ college, with senior citizens hesitant in visiting girls college.
HUDA has already earmarked space for construction of the building in Sector 5, near Police Station, Sector 5, however, the project remains on paper, years after it was proposed.
Among other buildings, the regional office of the Haryana Pollution Control Board also operates from a rented shop-and-office complex on second floor in Sector 5. With congested rooms, the office usually escapes the attention of visitors, situated at a deserted location. “There is difficulty in terms of space, but no such site has yet been considered where we can relocate,” said Satinder Pal, RO, Pollution Control Board, Panchkula.
