District Transport Office in Mohali has been outsourcing the sale of High Security Registration Plate (HSRP) forms to private Xerox owners instead of giving them away for free. When an applicant visits the DTO complex to get a new form,he is directed to get it from the Xerox machine owners across the road, who have been charging Rs 5 per photocopy of a form.

With nearly 40,000 people having already applied for HSRP,it is estimated that the officials have collectively cheated the public of around Rs 2 lakh so far.

“The government tries to suck every single penny from the common people, even in so minute a thing as the sale of a form,” said Amrik Singh,an applicant.

The clerk on duty at the HSRP registration counter agreed that the forms are supposed to be given away for free. “You can get a photocopy across the road. We are busy with other work. We don’t have time to give away the forms,” he said.

District Transport Officer Karan Singh, initially denied the ongoing practice, but later said the Suvidha Centres are supposed to give away the forms. When told that the Suvidha Centres do not have the forms and the DTO office should have the forms,he said that he would look into the matter and ask the employees to give the forms for free. Xerox owners agreed that they had taken the original forms from the DTO office.
