In one of its strongest orders, the Himachal Pradesh High Court,on Friday put all the boys’ hostels of Himachal Pradesh University (HPU) under the direct control of the police and banned entry of all the students whose names figured in police FIRs and were illegally living in the hostels.

Deciding to keep hostel wardens out of the picture, the court asked the Inspector General of Police,Shimla,to depute police personnel to manage the hostels till alternate arrangements are worked out. “Besides the admitted students, only the HPU Registrar will be permitted to enter the hostel”,the bench said. The court has for the time being also barred any guests or visitors to enter the hostel premises.

The orders was passed by a division bench during the hearing on the petition filed by Dr Lallan Rai. On June 21,the high court had given 24 hours for the complete evacuation of all HPU boys’ hostels. Students with legitimate reasons to require boarding – who submitted applications accordingly on June 21 – will now be accommodated in the Shahid Bhagat Singh boys hostel

Ill-maintained conditions of the hostel rooms were also brought to the notice of the court along with an interim report by the HPU registrar C P Verma. The court has directed the university to immediately undertake maintenance work in the hostels and for it to be completed within 10 days. The university engineer and contractor, who were entrusted with the work for construction of the girls hostels, were present in the court.
