The Bhupinder Singh Hooda government has decided to give the benefit of hike in pay to the general category employees,at par with their junior counterparts of reserved category at level 2,3 and 4,viz. Assistant,Deputy Superintendent and Superintendent. The order was issued on March 5,two days after the Lok Sabha elections were declared in the country.

The issue had been a cause of concern among general category employees. This was because their juniors from the reserved category used to get promoted and also get enhanced salary benefits,leaving them behind in both rank and salary. But with this order,that has been taken in wake of a Punjab and Haryana High Court judgement,the government had secured the financial benefits of the thousands of general category employees.

In an elaborate order,the government has cited that many of the departments of the state had been approaching the general administration department. The departments wanted to seek clarification whether the benefit of stepping up of pay of the senior general category employees at par with the pay of their juniors of reserved category employees was admissible.

The order quoted a Punjab and Haryana High Court judgment of November 2008,in the case Charan Das Deputy Superintendent versus State of Haryana. The judgment held that the petitioner was entitled to be stepped up in his scale of pay on the date of his promotion to the next higher post as Assistant at par with his junior Rameshwar Das (BC) who was promoted earlier and still later to the posts of Deputy Superintendent and Superintendent at the respective level 2,3 and 4 from the dates when he assumed office at the promotion posts.

It said that keeping in view the high court order,the government decided to give the benefit of stepped up pay to the general category employees. The order states that the officials/officers concerned will be entitled to the benefit of pay and allowances notionally from the date their juniors belonging to reserved categories were promoted and actual benefits of stepping up of pay will be admissible to them from the actual date of promotion in their respective cadres.

The order adds that such benefits would be given with the approval of the appointing authority. Interestingly,the Finance Department also granted its approval to the order immediately.

The government at a lightening speed had forwarded the order to all heads of department and deputy commissioners for implementation.
