Govt did not approve Khemka’s suggestions to be placed before HC

In regard to Anil Kumar and S C Goel’s orders that have been challenged,the state government did not let Dr Ashok Khemka submit his recommendations pertaining to the registration of a criminal case in the matter.

In regard to Anil Kumar and S C Goel’s orders that have been challenged,the state government did not let Dr Ashok Khemka submit his recommendations pertaining to the registration of a criminal case in the matter. Khemka,as DG (Consolidation),was to submit a reply in the high court regarding all such orders passed by the two officers. The office of DG (Consolidation) was instructed to get the reply first approved from the state government,which was an unprecedented deviation from the prevalent practice. The draft reply was sent to Advocate General’s office on August 24. However,the same was never approved by the government. Another reply was got vetted from the AG office on August 25,which deleted a paragraph,in which Khemka has recommended registration of a criminal case. Another additional reply was filed in the AG office on August 30 for submitting the same in the court. However,it was only after some efforts that the reply was filed in court on September 6.
