The Election Commission has decided to deploy micro-observers,wherever necessary,during the forthcoming Lok Sabha elections. The Administration officials said the decision has been taken to strengthen the system of observation as micro-observers will directly work under the general observer.
The District Election Officers (DEOs) will prepare a list of polling stations,under the supervision of the general observer,where micro-observers will be deployed. The polling stations will be shortlisted on the basis of their vulnerability like domination of one social group over other,inaccessibility of the area,EPIC non-availability and previous history of violence. The list of such polling stations will be finally approved by the general observer.
Officials of the Chandigarh Administration said the observers will ensure that the micro-observers are trained properly on relevant and crucial issues. A micro-observer,who is deployed at a polling station,would assess the preparedness for the poll. On the polling day,he or she would note down the important points on the pre-printed performa. No micro-observer will,however,act as a presiding or polling officer.
A micro-observer will especially observe: mock poll procedures,presence of polling agents and observance of ECI instructions. Any violation of rules at the polling station will be brought to the notice of the general observer.
