The CBI has found irregularities in the maintenance of the stock register at the Depot III of Chandigarh Transport Undertaking in Sector 25. The officials had conducted a surprise inspection at three CTU depots on July 25.
Some irregularities were found at Depot III,following which,on July 26,a team of CBI officials collected some documents from the depot office to further investigate the case.
According to the IOC guidelines,a discrepancy amounting to four per cent between the amount of oil mentioned in the stock register and the amount that is found in the depot on physical inspection,is acceptable. According to the CBI,which conducted the check,the discrepancy was around seven to eight per cent at Depot III.
According to sources,there were some irregularities in the maintenance of the stock register also. According to a CTU official,the stock register is signed by four people that includes a workshop manager diesel purchase assistant (DPA),head mechanic and the the gatekeeper at the depot. When the oil tanker comes from IOC to the depot,it is inspected by three people before it is unloaded.
After the delivery is made the tanker is checked at the gate of the depot by the gatekeeper to ensure that the tanker is empty. This makes the total number of people who check and sign the stock register four, said a CTU official.
However it was alleged that the stock register did not have the signature of all concerned persons.
It was also alleged that the stock register had been tampered with.
When contacted,Vineet Brijlal,SP of Anti Corruption Branch of CBI said,Yes there are some issues with the stock register but the exact nature of the problems will be known once the investigation is over. Yes,there was discrepancy that was above the acceptable limit of four per cent.
The check was first conducted on July 25 by CBI after it received complaints about diversion of oil of two depots at Industrial Area Phase 1 and one in Sector 25. The three depots are Depot I and Depot II at Industrial Area Phase I and Depot III at Sector 25 (West).
While Depot I and Depot II at Industrial Area Phase were found to be properly functioning,some discrepancies were found at Depot III at Sector 25 (West).
It was observed that the fuel pumping machine had incurred various problems.
