Keeping in view the controversy surrounding the misappropriation of funds in its hostels, Panjab University (PU) has put forward a proposal for a change in the Standard Operating Procedure for the management of funds.
As per the proposal, which has also been forwarded to the University Grants Commission (UGC), the authorities are planning to restructure the administrative and financial powers of the hostel wardens.
The proposal will be considered in a meeting of the PU Syndicate on September 20.

As per a letter dated September 7 by Dean Students Welfare (DSW) Professor Navdeep Goyal, which was submitted to PU Vice-Chancellor Professor Arun Kumar Grover, “While PU Accounts Manual has some details about maintenance of hostel accounts, we need to change some procedures like maintenance of accounts on accrual basis, budgeting etc.”
The proposal states that no expenditure shall be made by any hostel warden unless a budget for the same has been sanctioned by the Board of Finance/Syndicate/Senate. All wardens will also be required to submit the budget of hostels through the DSW and PU vice-chancellor for onward submission to the mentioned statutory bodies.
A recommendation has also been included for the delegation of financial powers for various expenditures.
For procurement of goods and services and for repair and maintenance work, the hostel wardens can sanction an amount worth Rs 15,000 only.
If the cost for the same exceeds Rs 15,000, permission will need to be sought through a Purchase/Technical committee comprising DSW, DSW Women, four wardens nominated by the vice-chancellor, one nominee of the Accounts and Finance Department and the Executive Engineer or his nominee.
For expenditures higher than one lakh, the vice-chancellor will be the signing authority.
However, for payment of salaries of approved staff and payment of mess/electricity bills, the hostel wardens will continue as the signing authority.
It has also been proposed that the appointment of the contingent staff in the hostels will be routed through the Establishment Branch of Panjab University, which will also process all advertisements for the same.
