2013 Case: Two convicted of kidnapping minor girl

THE COURT of Additional District and Sessions Judge Anshu Shukla Wednesday convicted two persons on charges of hatching a criminal conspiracy and kidnapping a three-year-old girl Hermine from a Sector 22 hotel in January, 2013. The quantum of sentence will be pronounced on October 10.

The two convicted are Chinnar, a resident of New Delhi and Raj Kumar, a resident of Kaithal in Haryana. Their third accomplice Jagpal Beniwal, a resident of Jind, had already been declared a proclaimed offender.

There was a financial dispute them and a Delhi-based businessman Harish Arora and his wife Priya. On January 15, 2013, Harish, his wife Priya and their son and daughter Hermine had come to Chandigarh. They were staying in a hotel in Sector 22.

Jagpal and Chinnar met Priya and discussed the financial dispute with her. After concluding their discussions, Chinnar and Jagpal took Hermine out to a nearby park. When they did not return for two hours, Harish called Jagpal but could not connect as Jagpal’s phone was switched off. Harish looked around in the nearby areas but could not find Harmine.

He lodged a police complaint.

A few hours later, Priya received a ransom call from Jagpal’s business partner Raj Kumar. Hermine was eventually traced in Jind district of Haryana after five days. Chinnar was the first one to be arrested by Chandigarh Police in the case from Panipat bus stand on January 23, 2013.

Jagpal Beniwal was arrested in October, 2013. He was released from jail on November 18, 2015 after the Punjab and Haryana High Court granted him bail on medical grounds. He jumped bail and did not appear in the court again.

He was declared proclaimed offender and is still absconding.
