2 senior I-T officers independent witnesses against Desh Raj

In his defence,suspended Superintendent of Police Desh Raj has till now maintained that there were no independent witnesses made by the Central Bureau of Investigation (CBI) in its trap case against him. Alleging false implication at the hands of the investigating agency,Desh Raj had alleged that the CBI deliberately did not associate any independent person with the trap case.

Much to Desh Raj’s chagrin,the CBI had associated two independent witnesses in the trap laid to apprehend the IPS officer red-handed while accepting an illegal gratification of Rs 1 lakh.

Significantly,both the independent witnesses are senior Income Tax officers working in Chandigarh. This has emerged from the chargesheet filed by the CBI before the special CBI Court,Chandigarh. The two independent witnesses are D S Chauhan and Sham Singh. Both of them are the CBI’s most crucial witnesses in addition to the complainant,Inspector Anokh Singh.

The 15-page chargesheet,which Chandigarh Newsline has accessed,states that both the independent witnesses were associated with the trap proceedings. Also,the two were given a demonstration of the trap. The CBI,in its chargesheet,has given blow-by-blow details of the pre-trap proceedings held on October 18 last,the day Desh Raj was arrested.

“Pre-trap proceedings were conducted in room number,Inspection Bungalow,CPWD,Sector 7-B,Chandigarh,away from CBI office in order to maintain secrecy. CBI team,both the witnesses and complainant gathered there about 5.45 pm,” reads the chargesheet.

It states that the complaint submitted by Inspector Anokh Singh was “shown and read out” to the duo. “Both the independent witnesses also satisfied themselves about the genuineness of the complaint by asking certain questions from the complainant. As requested by the two,an Inspector with the CBI had given a practical demonstration to the independent witnesses for understanding the principle of laying the trap,” notes the chargesheet.

Around 8 pm,the two independent witnesses with a team of CBI sleuths parked themselves in two private vehicles near Desh Raj’s official residence in Sector 23,Chandigarh. Since Desh Raj had insisted that Anokh Singh should come alone,the CBI had put two music player-cum-voice recorders in the pockets of Anokh Singh.

The Inspector had approached the premier investigating agency on October 15 last,alleging that Desh Raj had demanded Rs 5 lakh from him to exonerate him from departmental inquiries initiated on the SP’s complaint. However,the deal was later struck at Rs 2 lakh.
