This is a sort of a first in Indian diplomacy. A visiting dignitary coming on a state visit is landing at a place other than New Delhi. It is a subtle push to move the govt. outward and not confine it to the ivory towers of Delhi as has been the case these last six decades. In due course of time this can be enlarged to include more state capitals and major cities.
