The committee was formed in response to allegations of irregularities in the process of awarding tenders — a pre-election promise by AAP.
The Delhi government made the announcement after Lt Governor Najeeb Jung approved the proposal Monday.
The ACB had started the probe on the basis of a complaint by BJP MLA and Leader of Opposition in Delhi Assembly Vijender Gupta.
Senior advocate N Hariharan, who appeared for the Delhi government, said the channels reported about clash between students groups at JNU and showed footage of the incident which happened at the university campus on February 9.

Sources in the ACB said the inspectors were posted to the department by Jung after the Delhi government inducted five police officers from Bihar to the ACB.
The Kejriwal government, however, said that the Lt Governor can ask for any file he wishes to see and therefore, the file on circle rates has been sent to his office
The step was purportedly taken to pave the way for a speedier acquisition process in order to meet the developmental needs of the city.
Najeeb Jung’s office asked for files on the notification on revision of circle rates of agricultural land, in villages where the land polling policy has been approved.
Officials will conduct health check-ups and necessary treatment will be provided in government health facilities if any ailment is identified.
Beginning August 14, there will be five health directors – one each for north, south, east, west and central districts who will report to the director of health services.
